Not necessarily a bad thing, either, to be a civie.
Check the sticker for the code "B4U" and "LT1". LT1 is the good engine you want, and B4U is the factory sport suspension which gives you the same sway bars as Impala SS, ability to tow 5000 lbs (more than SS), heavy duty cooling, and springs stiffer than SS (although taller).
A B4U Caprice is mechanically the same or even slightly better than an SS with exception of drum rear brakes.

I wonder how much weight you can safely carry in the trunk/rear seat. Pretty sure I was pushing the limit last weekend. I picked up 95 of those concrete edging stones, you know colored cement landscaping stones, plus a 50lb bag of dog food, and a big bag of mulch. I have 2 year old Bilsteins and brand new Vogltands...she was sagging pretty good, but I took it easy. 15 mile drive home. I bet I had around 700lbs or so back there. Gotta figure 3 fat ass/or big adults would weigh as much so I didnt worry much.

The `96 Caprice I have has reached 138mph with deleting the limiter with a Hypertech II Programer. I wonder how much of a difference the gearing affects top speed?

how about L99? If so, then you have the 200 horsepower 4.3L V8. Should get pretty decent fuel economy.

I thought the B4U was the designation for the civillian model and the FE1,FE3,FE4 was the suspension designations?

Looks to me like a L03, (5.0, 305 with 3:08 gears, I think). Kinda blurry though. Don't know the top speed though.

You said the Caprice is a 95? Do you know if it has been in a wreck and the deck lid changed? No 95s had a 305 in them.

Vin shows it as a 1991 L03. If it has the open rear wheel wells, I would start checking if the trunk VIN matches the one on the firewall. Sounds fishy to me.

If it is a 91 with the little engine, you can improve on its ~165 horsepower, but the cost for heads, cam, induction to do so would be pretty expensive. Expensive enough to look into a 350 engine swap or even another Caprice with the LT1.

Anyway, to answer the original question, this Caprice (if the VIN is right) is limited to 108 MPH, but if a chip is burned to lift that restriction, it might make it up in to the 115 MPH range if you had a lot of running room.

edit below:
Since you claim that yours went 120 MPH, there is something very goofy going on. Your speedo does not go that high with the civi L03. I am assuming you did not estimate your speed and that your dash has been replaced or the SPID sticker is not for your car. Makes sure your VIN under the windshield matches the one on the sticker.
